Tier Pricing by Percent off retail price

We have 500 items that have quantity breaks of either 1, 25lbs, 50, 500, 1000, 2000. , the way we would like it to work is for us to upload a retail price and then the quantity break is a percentage off the retail.
The tiers would be preset,
The way it is now it is a lot harder to construct the csv files.
