[Imported] Matrix Rates

I've built a Matrix for free shipping to a couple of cities in Canada, two shipping fees in US continental states and I want to add around 150 countries in the CSV file.
The Matrix rate set up page says:
Ship to applicable countries
Ship to specific countries

My question are
1) Which one is the correct for the CS file with 150 countries?
2) Would this work OK with all of this conditions?

  Regards to you questions:

  1. This setting refers to the countries you've previously defined for your store in the Localization settings - from your control panel, Set-up > Localization > Localization Settings > Countries Options > Allow Countries.
     That means, if you want to show the 'Matrix Rates' delivery options in the checkout to all those countries, you can select 'All Allowed Countries' in 'Ship to applicable countries' otherwise if you want to restrict this shipping method to certain countries only, then select 'Specific countries' and you'll then be able to select the countries in the dropdown list for which you want to show the delivery options in the Checkout.

  2. In your CSV file, if you set also the delivery options 'Shipping fees' for those 150 countries besides of Canada and US, then it should work.
