[Imported] Matrix Rates - Uses the sub total on checkout? How to change to include tax

I want to use the Matrix Rates delivery option and the free shipping settings, so everything is managed in one place. I see I can opt for the free shipping to either include tax or not. How do I upload a CSV file that uses grand totals on the checkout and not sub totals (pre tax).

  just set the 'Include Tax in Minimum Order Amount' to Yes and it will automatically calculate the free shipping based on Grand Total including Tax instead of Subtotal. You don’t have to change anything in your CSV.
