Allow B2B customers to setup their own shipping accounts in Zoey for shipping methods. This would allow customers to have shipping charges billed to their account not relying on the storefront account shipping carriers and pricing. There would also need to be features such as under a weight limit this is my preferred carrier and over a weight limit this is my preferred carrier.

  I agree.  Currently we use "free shipping" and re-label it but have to call the client to get the account information.

  If I understood you correctly you are looking to create a "Shipping Group" where a Customer can get associated to a Shipping Group? Then that Shipping Group you could define a flat rate for shipping over/under certain weights? Are there more features for this? Just trying to fully understand the requirements/use cases.

  I would say more an additional "Shipping Method" that can be managed with B2B restrictions.

  Just a follow-up that this can be done with ShipperHQ - of course there is a monthly fee involved.  But still, if it is important to your clients factor the cost in.
