Free shipping based on total after discount

I have Free Shipping enabled (Free Shipping and a Free Ship option USPS) for orders over $100. But if a customer users a discount on a cart that was originally over 100 and it becomes less, the free shipping is currently still given. I'd like to be able to set free shipping only for orders where the total after the discount is 100.
