This may be something you could do with ShipperHQ.com

I'd check them out. But this is a great basic feature request as well.

You could also do this with discount codes!

Seconded. I have several dropship items for which I do not need to collect shipping but am forced to. A coupon code is not ideal as it forces the client into extra steps at checkout.

I would like to be able to offer free shipping for a specific state (Arkansas). We are a local yarn shop and we offer free shipping within Arkansas to encourage traffic from within the state.
