Category List and Product by Price Blocks

The price block shows up on the catalog template page in the Auxi template (not checked other templates) but it seems to be hard coded into the template because it is not available as a block.

The category list block is visible on the catalog page but only when you are on the all products page.  Once you choose a category the block disappears because it is set up to show only child categories.  Since the block is not visible when editing the catalog page there are no settings available to change this.

I would like to be able to display the category list on all my pages.
