Full Access abilities for Users

I would like for users labeled as having Full Access to be able to edit settings on all installed apps, manage other users, actually have the same functionality as the account owner without the ability to say delete a site.

  This Full Access feature would be very useful but I suggest it also not include access to Billing, as is the case today.
