Move product description

I would like to be able to move the product description block on all themes. I feel it is important that customers are able to see the important stuff above the fold (without scrolling), and then scroll should they want more details eg. http://www.sinister.co.nz/manic-panic-dreamtone-white. So you should be able to purchase the item with no scrolling, and you should be able to see that there is a product description and if you want to read more then you can scroll. This set up also gets rid of a lot of white space that can sometimes appear on the right hand side when the description is not underneath. I've done my own coding to achieve this but I would rather be using no coding of my own and use Zoey's new template system to customize.

  You can achieve this with the new design tools, where you can move the Product Description Block. 
  It will also adjust according to the description content or amount.
