Payment Type Surcharge or Additional Fee Function

It would be great to have a function that enables the site owner to add on additional charges in the form of a percentage and/or amount on top of totals based on the payment option selected some of which are due to additional payment handling expenses, extra fees incurred from processing (based on local country availability and other reasons) as well as extra surcharges due to payment modes needed by customers (that of which they are aware of and are willing to shoulder).

  I agree with having this function but only if you are able to select certain payment type for certain customer groups. IE some of my customers I offer very good pricing so I make very little margin. So I would rather they pay by bank transfer which has little to no fees as opposed to credit card which will carry a big fee for a big order.
