Customer Notes
CompletedThe Customer Notes feature allows the administrator to add a note/notes about a customer on a customer profile page and order details page in the admin back-end. It helps to remember useful information about a customer and act according to it. The notes are for the admin's convenience only, customers don't see them.

Hello,
This is doable by adding a Customer Attribute using the B2B Toolkit (Setup->B2B->Customer Attributes) called "Notes" (or whatever) and making it visible on the Admin Customer Page and Admin New Order Page. You'll then see the notes when viewing the customer page of the specific customer or when creating a new order in the admin for the customer.
