Time controlled banners

I would love to see a functionality (which I think was there at one point in the past) where we can set banners to start or remove at a certain time period, much like how you can set product to be new etc.

This allows for easier management of promotional banners within the site for sales that are ongoing, where you can set them to turn on at the same time as a sale begins, and turn off automatically when it has ended. Providing a lot more flexibility in pre planning sales events and not having to worry about forgetting what banner you put up in various places in the site.

I wouldn't want them necessarily tied to a sale, but to work in a similar fashion so we have flexibility on how we use them
